“‘21 世纪的公共管理：机遇与挑战’国际学术研讨会论文” 公共财政教育的政治学导向：必要性与目标 雷艳红 厦门大学公共事务学院 讲师 [摘 要]公共财政学与政治学的学科渊源深厚，财政与政治的关系更是密切。在当前建构公共财政 体制的背景下，尽管国内高校财经类专业掌握着财政教育的话语权，政治学导向的财政教育 因为姿态较低而更有可能把握公共财政教育的精髓。为了更好地回应公共财政建设时代的财 政教育需求，政治学导向的财政教育目标依次包括：强化财政公共意识，把握公共财政的核 心内涵；深化对制度的认识，明确财政公共化的基础建制；提高财政实践能力，掌握公共财 政的操作原则。 [关键词]公共财政；政治学导向；教育目标 The Political-Oriented to the Education of Public Finance: Its Necessities and Objectives LEI Yan-hong [Abstract]Public finance has deeply disciplinary relationship with Political Science, and Finance is strongly related with Politics. In the context of constructing public finance system, although finance and economics majors in colleges and universities have had the discourse right of fiscal education in hand, it is probable for fiscal education of political-oriented to understand exactly the quintessence of public finance education in respect of its lower posture. In aim to satisfy the demand of fiscal education in the era of public finance, its educational objectives could be successively concluded as follows: first, to strengthen the idea of public in finance, and grasp the key connotation of public finance; and the second is to deepen the cognition of institution, thus make it clear the basic construction that public finance needs; finally, to enhance fiscal practicing capability and familiarize operational rules of public finance.
