我国公务员绩效考核制度存在的问题及对策研究 ——以XXXXX市为例 ——以河北省衡水市枣强县为例 摘 要 公务员绩效考核一直是世界各国政府改革的重点和难点,公务员绩效考核也逐渐成为社会各界关注的焦点。做好公务员绩效考核工作,是提高公务员队伍的素质,提高政府部门办事效率及完善政府职能的重要手段。与西方发达国家的公务员绩效考核相比,我国公务员绩效考核起步较晚,还处于初级阶段,虽然近年来我国公务员绩效考核制度和方法不断提高,但随着经济体制和政治体制改革的深入,我国公务员绩效考核也暴露出越来越多的问题,而这些问题亟待解决。因此,本文以河北省衡水市枣强县的公务员绩效考核制度的现状和问题为切入点,全方面分析我国公务员考核存在问题的原因。最后,针对我国公务员绩效考核制度问题和实践问题,从制度、实践方法和手段、公平性和奖励机制等方面提出对策,同时结合介绍和分析西方发达国家绩效考核制度发展与借鉴意义,以期我国公务员绩效考核制度进一步提高与完善。 关键词:公务员 绩效考核 问题 对策 China's civil service examination system performance problems and countermeasures 棗has an example of Zaoqiang County in Hengshui City, Hebei Province Gong Lei Major in Public Administration, Class 0503, Student ID No. 20050401058 Associate Professor jiaqing Wang Abstract The assessment of official’s performance is always an important and hard issue during the government process of reformation in countries all over the world, and it has gradually been the focus of the whole society. Whether the government has assessed the official in a proper way is a significant in enhancing the quality of officials and improving the efficiency and function of government. Comparing with the assessment of official’s performance system in western developed countries, our assessment of official’s performance system is still at the first stage. Despite the progress our system has made in recent years, with the profound reform of economy and politics, the assessment of official’s performance system in our countries is still leaving more and more problems to be fixed. Consequently, this article takes the situation and problem of the assessment of official’s performance system in ZaoQiang county,in Hengshui city in Hebei Province as the beginning point, we can analyze the problems in China`s official`s performance system in a all-around way.
