辽宁省碳排放权交易现状研究 摘 要 ：辽宁省作为老工业基地 ，能源消耗 大省 ，碳减排压力 巨大，从 20 11 年便建立 了碳排放权交 易中心来承接辽宁省碳 排放权交易的工作。由于碳排放权交易顶层设计的不完善 ，辽宁省关于碳排放权交易的 自主探 索不够，导致碳排放权交易市场难 以建立，碳减排 目标难 以实现。辽宁省碳排放权交易市场的状况，是 国内碳排放权交易的一个缩影 ，应尽快完善碳排放权交易的 制度设计 ，制定科 学的碳排放 总量核算和配额标准，赋 予碳排放权准物权属性 ，纳入跨 区域交易的因素 ，确保碳排放权交 易为节 能减排、环境治理服务 ，能够有效推动产能结构调整 ，实现绿色发展和新经济发展 ，促进人与生态和谐发展 。 关键词 ：碳排放权 ；交易；现状 Abstract ： As an old industrial base ，Liaoning Province has a large energy consumption ，and the pressure of carbon emission reduction is huge． Since 20 11，a carbon emission trading center has been established to undertake the carbon emission trading of Liaoning Province． Due to the imperfect top －level design of carbon emission trading ， the autonomous exploration of carbon trading in Liaoning Province is not enough ，which makes it difficult to es－ tablish a carbon emission trading market and achieve carbon reduction targets． The status of the carbon emission trading market in Liaoning Province is a microcosm of domestic carbon emission trading． The system design of car－ bon emission trading should be improved as soon as possible ，scientific carbon emissions accounting and quota standards should be formulated ，and carbon emission rights should be granted in kind attributes ，factoring in cross－regional transactions ，ensuring that carbon emissions trading serves energy conservation ，emission reduction and environmental governance ，which can effectively promote the adjustment of production capacity structure ， achieve green development and new economic development ，a
