Solubility can be determined experimentally.The solubility is the amount of a particular solute (the mass of the copper sulfate) that dissolves in a certain amount of a particular solvent (volume of water) to make a saturated solution at a given temperature. This quantitative value is true for that for that solute in that solvent at that temperature, no matter where in the world it is tested. While the rate of dissolving can change depending on how the mixture is treated as it dissolves, the solubility is a constant.
