摘要当前在我国的区域能源规划主要存在以下几个问题：1)区域能源规划普遍深度不够；2)重复计算较多，效率较低；3)方案评选有一定的盲目性，缺少系统的评选办法。为此，作者尝试把模块化设计理论引入区域能源规划，以优化区域能源规划过程，缩短区域能源规划生产周期，规范区域能源规划设计，从而促进区域能源规划领域的变革。本研究以当前我国区域能源规划中所出现的问题为出发点，逐步探索解决方案。首先对区域能源规划的理论体系进行梳理，界定了区域能源规划的概念，确定了区域能源规划的功能定位和规划原则，提出了区域能源规划的技术路线。然后引入模块化设计理论，通过对模块化设计理论深入分析，并与区域能源规划的特点进行对比，发现两者在技术思路上有一定的吻合性，然后对区域能源规划过程中引入模块化设计思想的可行性进行了初步论证。接着以模块化设计理论为理论依据，从系统的功能划分和结构性分类两方面对区域能源规划进行模块划分。对于系统的功能划分，本研究先以系统功能性分解的方法，得出20个功能单元，然后利用ISM分析，得到三个功能层次。最后结合功能单元的结构性分类（输入接口、逻辑运算结构、输出接口），将该系统划分为6个功能模块，即基本参数输入功能模块（Parameter）、用能负荷计算功能模块（EnergyLoad）、资源潜力计算功能模块（ResourcePotentiality）、能源供需结果输出功能模块（SupplyDemand）、能源配置优化功能模块（Optimization）、能源规划方案输出功能模块（PlanningScheme）。根据以上6个功能模块，确定了能源规划方案的―PERSOP‖模型。最后对―PERSOP‖模型中的6个功能模块分别进行了解释。其中在能源配置优化功能模块（Optimization）中，以能源系统评价指标的权重为基础，提出了能源系统选择最优化函数。关键词：区域能源规划，模块化设计，模块划分，―PERSOP‖模型ABSTRACTThereexistsomeproblemsinthecurrentregionalenergyplanninginChina:firstly,theregionalenergyplanninglacksenoughdepth;secondly,repeatedcomputationtakesmuch,theworkefficiencyisralativilylow;thirdly,theschemeselectionisconductedwithlargepartofblindness,namelythesystematicselectionmethodisinseriouslyshortage.Therefore,theauthortriedtointroducethetheoryofmodulardesigntooptimizetheprocessofregionalenergyplanning,shortentheproductioncycleofregionalenergyplanning,andnormalizeregionalenergyplanning,soastopromotetherevolutionofregionalenergyplanning.ThisstudytooktheproblemsofcurrentregionalenergyplanninginChinaasastartingpoint,andgraduallyexploredsolutions.Firstly,thisstudyreviewedthetheorysystemoftheregionalenergyplanning,definingit‘sconceptandfunction,determiningit‘spositioningandplanningprinciples,andclearingthetechniquerouteofregionalenergyplanning.Thenthisstudyintroducedthetheoryofmodulardesign,throughdeepanalysistothetheoryofmodulardesign.Comparedwiththecharacteristicsofregionalenergyplanning,thisstudyfoundthattherearecertainanastomosisinthetechnicalroutebetweenthem.Sothepreliminaryfeasibilitydemonstrationofthemodulardesignoftheregionalenergyplanningprocesswascarriedon
