摘 要 我们通过研究西方国家经济发展历程，可以知道第三产业是世界发达国家 要的支柱型产业，而在第三产业当中又以设计、技术以及创新等几个方面对经 济发展的促进作用最为重要。而如今随着经济的发展和科技的进步上述几项产 业在我国中占 GDP 的比重也逐年上涨。但与同期的发达国家甚至发展中国家相 比，仍然较为滞后。笔者将在对生产性服务业的发展问题探讨研究时，站在地 方政府偏好以及城镇化扭曲 2 个角度着重进行分析。某地区的生产性服务业发 展滞后如果从扭曲的城镇化这一方面分析，它主要是由于扩大土地财政规模及 削弱创发展的创新力，以及减少高技能人才的供给并强化在低技能方面的劳力 输出，进而导致当地生产性服务业出现下滑。同样中国的财政分权体制以及中 国官员注 GDP 增长轻视长远发展的晋升锦标赛体制，使得地方政府采用不当 手段推动投资、干预企业决策，导致低技术产能过剩，而高技术产业、知识密 集型生产服务业则发展滞后。据此，本文的从矫正城镇化、完善体制政策等方 面，抓住主要矛盾和根源对如何发展新型城镇化、推动生产性服务业的优质发 展提出了政策建议。 关键词：生产性服务业；地方政府偏好；城镇化扭曲；产能过剩 Abstract The experience of developed countries shows that the producer service industry with innovation, technology and design as the main mode plays an increasingly important role in the production process of three industries. In recent years, the proportion of producer service industry in GDP has increased year by year. However, compared with developed countries and even some developing countries in the sa me period, it still lags behind. This paper demonstrates and analyzes the mechanism of the development lag of produce service industry from two as pects, including urbanization distortion and local government preference. The research points out: the distorted urbanization mainly influences the development of producer service industry by increasing the supply of low-skilled labor, reducing the vigor of innovation behavior and enlarging the land finance scale. Also, Chinas fiscal decentralization system and Chinese officials pay attention to GDP growth during a short time rather than the overall development of district, so that local governments use improper means to promote investment, interference in corporate decision-making, resulting in low technology overcapacity, while High-tech industries, knowledge-intensive produc
