龙源版权所有 论国家治理现代化视域下的体育治理作者：公冶民来源：《首都体育学院学报》2014年第04期 摘 要：体育是党和国家的事业，应纳入国家治理现代化体系。体育治理的归类很重要，体育归于政府公共事务治理，还是社会公益、非营利非政府治理，或是营利性私益性事务治理，将直接影响体育现代化。选择休闲治理的内容和时机是复杂和重要的。当前，国际体育存有2大治理体系，一是国际奥林匹克运动治理体系，二是职业体育治理体系。国际奥委会治理是典型的社会治理模式。体育审批，应坚持构建社会主义核心价值体系，坚持弘扬体育精神，体现体育价值，推动我国体育健康有序发展。我国体育治理的启蒙表现在以下几个方面：1952年是新中国参加奥运会和构建体育治理体系的重要一年；台湾问题影响体育发展；1988年兵败汉城，体育纳入准外交治理体系；在外交和“驱蒋运动”形势倒逼下进入国际体系；赛事治理乱象；协会是治理的关键；赛事是治理的主要内容；克服协会体制瓶颈，严格管理。 关键词： 国际体育；体育治理；外交；体育瓶颈 中图分类号： G 80-05 文章编号：1009-783X（2014）04-0292-06 文献标志码： A Abstract：Sport is the cause of the party and the state，should be included in the modernization of the system of governance.It is important to classify sports management，sports management attributed to the government's public affairs，or social welfare，non-profit non-governmental governance，or for-profit private interest of transaction management，direct impact sports modernization.Selecting the content and timing of leisure governance is complex and important.Currently，there are two big international sports governance system，one of the International Olympic Movement system of governance，the second is professional sports governance system.IOC governance is a typical social governance.Sports approval，should adhere to building a socialist core value system，carry forward the spirit of sport，sport embodies the values and promote healthy and orderly development of China's sports.Enlightenment of sports governance performance in the following areas：1952 is the new Chinese Olympic sport governance system and build an important year；Taiwan issue affecting sports development；1988 defeat in Seoul ，sports into quasi- diplomatic governance system；diplomacy and "drive Chiang movement" under the circumstances forced into the international system；events management chaos；Association is a key governance；race is the main content of governance；overcome institutional bottlenecks association，strict management.
