龙源版权所有 论体育公共服务中政府的服务职能作者：孙国友 刘昉来源：《首都体育学院学报》2014年第03期 摘要：作为公共服务重要组成部分的体育公共服务备受政府和社会的重视。向社会提供体育公共服务是不断促进群众身体健康、满足其日益增长的体育文化需求的重要路径。随着体育公共服务主体的日益多元化、社会化，政府在体育公共服务中能否扮演好自身的角色，直接影响到体育公共服务的质量。以新公共服务理论为分析工具，在对体育公共服务的内涵和社会背景展开分析的基础上，提出政府不应继续以领导者的身份行使权力，政府职能应该由“掌舵”转变为“服务“，服务内容包括保障职能、扩展职能、组织职能和协调职能等。政府唯有顺应这一历史发展趋势，以服务者的姿态向社会提供更加科学、更加人本的体育公共服务，才能真正履行社会管理和公共服务职能，提高政府的公共服务水平。 关键词： 体育公共服务；政府职能；服务职能；职能定位 中图分类号： G 8005文章编号：1009783X(2014)03021403文献标志码： A Abstract：Sports public service,as an important part of public service,is highly regarded by the government and the society.Providing sports public service to the communities is a significant path to promote public health and to meet the growing sports and cultural needs of the mass.With the main bodies of sports public services becoming increasingly diversified and socialized,whether the government can play its own role in sports public service is directly related to the quality of sports public service.With the new public service theory as the analysis tool,the present thesis,on the basis of analyzing the connotation of sports public service and social background,proposes that the government should cease to executing power in the role of the leader,and that the function of the government should transform from “steering” to “service”,which includes security,expansion,organization and coordination,etc.Only by conforming to this trend of historical development and providing a more scientific and humanistic sports public service to the society can the government truly fulfill the social management and public service functions,so as to improve the public service level of the government. Keywords：sports public service;government function;service function;orientation of function   收稿日期：20130506 基金项目：国家社会科学基金项目（9ATY001）；江苏省优势学科建设基金资助项目（苏政办发〔2011〕6号）。 作者简介：孙国友（1973—），男，江苏盐城人，在读博士研究生，讲师，研究方向为体育发展与管理；刘昉（1978—），男，江苏南京人，硕士，研究方向为体育发展与管理。 作者单位：1.南京体育学院研究生部，江苏 南京 210014；2.南京市溧水区体育局，江苏 南京 211200 1.Postgraduate Depar
