摘要近几年来，网络舆情事件频繁发生，由于地方政府应对网络舆情 摘要 近几年来，网络舆情事件频繁发生，由于地方政府应对网络舆情 的能力不足，由此引发的群体性事件也屡见不鲜，造成较大的社会负 面影响，严重损害政府合法性、公信力和政府形象，因此，在当前网 络高度发展的信息化社会，提高地方政府应对网络舆情的能力已经迫 不及待。 本文以地方政府应对网络舆情为研究对象，从公共管理学的视 角，以围绕“如何提高地方政府应对网络舆情的能力建设’’为主线， 首先对当前网络舆情给政府治理形成的挑战以及应对网络舆情需要 提高和具备的核心能力进行论证，其次，笔者通过以理论研究与案例 分析相结合的研究形式，探索并总结了近几年来地方政府应对网络舆 情的经验，对目前存在的问题及原因进行深度剖析，并重点讨论了从 路径选择层面和保障层面两个维度，提高地方政府应对网络舆情的能 力建设的对策。 路径选择层面：政府应该强化其对网络舆情发生、发展规律的正 确认识和准确把握，加强新闻媒体管理，提高舆论引导能力，站在建 设诚信政府、透明政府、服务性政府、民主法制政府的高度，坚持科 学发展观，推进政府职能转变，将网络舆情的“危机转化为改革发 展的“契机。 保障层面：政府应以民主法制建设为核心，培育健康网络文化和 伦理道德；以提升信息管理技术为手段，加强地方政府电子政务建设； 以媒体管理体制改革为契机，有效释放网络舆情的正面效应；以完善 危机管理体制为载体，提升应对网络舆情的整体效能。 关键字： 地方政府 网络舆情能力建设路径选择 ABSTRACTIn ABSTRACT In recent years，the events about the internet public opinion have occurred frequently．Because of the local government’S lack of capability to deal with the internet public opinion，the mass disturbances are so common that severe negative impact on the society has been aroused and the government’S legitimacy,credibility and its image have been seriously injured．Therefore，in the informative society with highly advanced technology of the internet，it’S desperately desiderated to improve the local govemment’S capability of handling the intemet public opinion． With the local government’S coping witll the intemet public opinion being the object of study,this thesis will focus on‘‘how to improve the local government’S ability of handling the internet public opinion’from the perspective of public management．The thesis will firstly demonstrate the challenges for governance resulted from the recent intemet public opinion and the core capability needed to be equipped and developed in order to cope with the intemet public opinion．Then，with the research approach combining theoretical research and case study,the author explores and concludes the experience of how the local govemment dealt with the intemet public opinion in recent years，analyses profoundly the existing problems and the solutions to them，and mainly discusses
