The differential analysis of the smart grid development within three continents was carried out by comparisons from the aspects of environment and infrastructure. This establishes the foundation for studying the differences in smart grid development within three continents. Based on these studies, the paper then presented three key characteristics that the smart grid needs to have, i.e. flexibility, observability controllability, and interoperability. They [1-12] provide a basis to understand why different roadmaps for 2009 technology research and development strategies of smart grid are taken by different continents. The major achievements of three continents in smart grid research, development and demonstration were summarized and the main barriers face
