The revitalization of talents should achieve multi -dimensional and clear classification of talents as a necessary prerequisite for accurate policy implementation. We should combine subjective and objective factors, objectively takeeducation and training of talents and optimization of the bearing environment and ethical environment as the important guarantee for the training, rational distribution and regulating of human resources, and subjectively fully mobilize the subjective initiative of the behavior subjective. We should use the ethical and moral dimension to revitalize talents in rural areas and enhance the senses of justice, responsibility, identity and self-discipline. On the whole, talent revitalization in rural areas should be logical in overall planning, connection and development, and should be given an approach to two -way choice and two -way development of talents and localities through policy support and ethical optimization.
